The Australian Skills Quality Authority defines assessment validation as quality assurance of the assessment procedure.

With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The aim of validating assessment tools is to make sure that all elements, performance standards, and evidence of performance and knowledge are included by your evaluation tools. Therefore, whenever you obtain new learning resources, you must carry out validation of assessment tools prior to student use. There's no need to wait for your next scheduled validation. Validate new materials immediately to confirm they are fit for student use.

Nevertheless, this isn't the only reason to conduct this type of validation. Do assessment tool validation also when you:

- Amend your resources
- Include new training products on scope

- Mapping Tool: The first document to review. It shows which assessment tasks meet unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and response areas are sufficient. This is a common issue.
- Marking Guide: Also check if directions for evaluators are sufficient and if clear standards for each evaluation item are provided. Clear benchmarks are crucial for reliable evaluation results.
- Additional Resources: These may include evaluation checklists, logs, and evaluation templates created separately from the workbook and marking guide. Validate these to ensure they match the assessment activity and meet course unit requirements.

Validation Panel

Regulation 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and check it out evaluators to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

- Vocational Skills and Current Industry Skills relevant to the validated unit.
- Current Expertise in Vocational Education.
- Either of the following training and assessment credentials:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Assessment Principles

- Fairness: Is the assessment process fair and equitable for all candidates?
- Adaptability: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?

Specific Considerations for Assessment Validation

Pay attention to the verbs in the unit criteria and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Prepare babies for sleep and help them settle
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit criteria is meant to assess underpinning knowledge (i.e., evidence of knowledge), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Nothing Competence

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each assessment item must cover all requirements, or the student is incompetent, and the evaluation tool is non-compliant.

Provide Specific Details

Each evaluation task must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your instructions do not mislead students or trainers.

Steer Clear of Double-Barrelled Questions

Not using double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately judge student competence.

This impacts your compliance record, so it's better to take a preventative and compliant approach.
